Fashion shops in Podgorica divide between the international high-street brands inside the four central shopping centres and the independent boutiques along Slobode Avenue, Hercegovacka and Stara Varos. The centre cluster carries the mid-market chains familiar from across central and eastern Europe, with the larger supermarket centres on the southern and eastern edges holding the fuller brand range and the seasonal-promotion programmes.

Independent boutiques on Slobode Avenue and the Stara Varos lanes around the Sahat Kula stock smaller European labels, locally-designed pieces, leather and accessories. Prices for the international high-street brands run roughly fifteen per cent below central European averages on most ranges. Most shops run nine to seven Monday through Saturday and shorter Sunday hours, with the malls extending to nine in the evening. Card payment is standard across both the malls and the boutiques.
