He ruled from 1860 until 1918, taking the country through international recognition at the Berlin Congress and the two Balkan Wars, and was as much remembered as a diplomat and poet, the Montenegrin national anthem draws from his verse.

The monument stands within a landscaped strip alongside the boulevard and is open to walk through at any hour. It functions as a frequent stop on city walks between Trg Republike and the Parliament building, with a paved path running past the plinth.
